Disposition Authorities for Individual Classification for Headquarters Case Files. Part B: Classification 83. Court Claims.

The FBI established this classification in 1934 to cover investigations into civil claims made against the Government and which are litigated in the U.S. Court of Claims in Washington. The Assistant Attorney General (Civil Division) must request an investigation before the Bureau opens a case in this class. The FBI bases its investigations largely on accounting procedures and attempts to determine the damages, if any, suffered by the plaintiff. Investigative reports from the Office of Origin are sent to the Civil Division. In all cases the Washington Field Office is at least an Auxiliary Office; frequently it is the Office of Origin. Upon completion of the initial investigation, the Washington Field Office follows the course of the court case on a monthly basis and advises the Office of Origin and Headquarters of the decision rendered by the court.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
